Unable to download due to Media Type Filter

If the block reason is Media Type blocked do I still need to add the site to URL filtering whitelist? Or as soon as I add the URL to the Media type filtering whitelist they should be able to download the requested file?  Maybe a dumb question, but I guess I am trying to make sure we only need to add the URL to one policy (in this case Media Type Filtering) as opposed to two policies (Media & URL filtering)
