Sites for a category Anonymizing Utilities

Hello dear colleagues!

I am a new user of McAfee Web Gateway.

Please say, where does the list of sites for a category Anonymizing Utilities come from?

I wanted to block VPN site, but McAfee said that "the URL is listed in categories that are not allowed by your administrator at this time."

I did not find the name "VPN site" by using "search" option. Also I viewed list  "Category Is in Category Blocklist for Default Group" but there is only names of category.

I use McAfee Web Gateway 7.8.2.10.0
