Sending syslog to two devices

So I need to send to a SIEM (SIEM format) and Splunk (CEF format)... I found the following page:

But the post at the bottom has the same question I have, which went unanswered. How do we send to both syslogs with the same severity level? I need both servers to get the exact same log severity.

Currently I also did not find a way to change the facility and not just the severity. 

Also was thinking that if you could set the syslog facility: 16-23 (local 0-7) you could use the severity for differnet logs:

6 for access allow

5 for acccess deny

4 for av-block

3 for error non critical

2 for critical errors


then you cloud configure the rsyslog

16.* @@IPa

17.* @@IPb
