ProxyHA VIP not assigned

Hello,
thanks for your help.
We have configured two apliance MWG01 and MWG03 in proxyHA mode, we have also configure VIP add 10.200.61.152/25 in the two appliances, the central management point on the MWG03. we have given great value to MWG01 so that it is the director.
But at the end no MWG took the VIP, as well as the command: Hastate: gives us that both are in scanning mode.

Please offer us a solution.
