O365 not able to load and Internet Slowness



May I know is anyone experience on this issue where O365 unable to load with internet slowness?


I'm configuring a pair of MWG VM and configured in Transparent Router mode:

client > MPLS Router > (PBR 80, 443) > (inbound) MWG VM (Outbound) > Tier 1 Firewall.


I've placed the Bypass O365 rules at the top of the rules and verified the rules was hit from the rule tracing but the O365 still not able to load.
