Blocking download/install of VMware PowerCLI

It appears the current settings block this aggregate download. I see no obious blockes though.

When troubleshooting I see a lot of Enable Commposite Opener. 

User tells me the PowerShell command gives failure messages when attempting to load the next Modules.
