Site Category Exception

I have a rule 'Social Media Exception' which allows users of group 'Social Media' access to facebook. I have another rule 'Personal Storage' which allows users of group 'Personal Storage' access to dropbox.com. If I put a user in both groups, they can't access either site. How would I configure this to work? I have about 10 different URL category exceptions where a user will be in one or more of these groups.

Can you paste a screenshot of the rules and the ruleset?  That would be easiest for helping to answer
