Open API on FS1000 appears to be refusing any and all connections - either from our client application or even using just openssl

With our customer, the Open API appears to be refusing any and all connections - either from our client application or even using just openssl.

Appliance Details:
  Foundstone Stategic Security FS1000 Appliance
  Foundstone Database
  FoundScan Engine 6.8.0.07905

API Server is installed, port is 3800, and Use SSL checked.   Our client application's IP is listed in the allowed connections for the firewall on the appliance.  However, our client application is getting java.net.ConnectException: Connection refused

and even using openssl (openssl s_client -connect 10.1.187.111:3800) we get:

  socket: Connection refused
  connect: errno=29

Which means we are getting refused even before certificate taken into account.

Any ideas on how we can troubleshoot this further?

I'd start off by seeing how far the connection gets by doing a packet capture on both ends. You should see after the TCP 3way handshake client hello and server hello messages. My guess is you aren't getting that far either. If thats the case turn off the IPSec firewall on the FS1000 and try again.
