We are having same issue where scanner not following the static routes while running the scan through MVM. Ping , tracert, telnet traffic initiated directly from the scanner following the path as expected in routes and also confirmed why wireshark captured but traffic captured while running the discovery scan shows traffic been sent to wrong gateway through which no connectivity to target. I have this <4-4960190745> opened since long time.
Though the outcome is basically the same this isn't the same problem. I've been working hand in hand with my support and development team on this but It looks like your team requested that this SR can be achieved until you have time to work the issue. Once this gets opened back up we will continue to work on it.
