Cleaning is the default and is controlled by the DATs. Pretty much anything that is cleaned should be quarantined (backed up).
Unfortunately, as far as I know, there is no user interface option for a prompt for the action to take. In fact, I do not think there is an option to change the default action.
Here are some of the values of actions I know of in the registry: HKEY_LOCAL_MACHINE\SOFTWARE\McAfee\VSCore\On Access Scanner\McShield\Configuration\Default\ "uAction" [reg-dword] 2 - prompt 4 - delete 5 - clean 7 - deny
If you set it to prompt... well it depends on the UI to respond and at this point it won't.
