This could happen for numerous reasons, we will need to check and confirm if the Server is trying to get the Updates from the ePO server or from any repositories. There are issues which could trigger when the repository has any issues communicating with the client machine vice versa.
I would recommend you to follow the Kb article KB86218 and confirm me if the issue is resolved.
@Allen_Lee Keep in mind as well that DAT updates are a function of the McAfee Agent, so it is possible that there is an issue with the health of the MA install, or as vnaidu has suggested it could be an issue of the endpoint not being able to communicate with the repositories. You can see if this is the case via the Agent Status Monitor and the masvc and mcscript logs in C:\ProgramData\McAfee\Agent\logs or C:\ProgramData\McAfee\CommonFramework\logs
