What is the difference between patch and "repost" patch?

Hi, I hope to know the difference between vse 8.8 patch 5 and vse 8.8 repost patch 5.

I think the 'repost' patch is an updated patch that has been patched to fix some issues from installing the original patch!

Similar question was answered here:

The difference is known by answering the question "Is VSE already installed, or not?" as that tells you which package you need.

The link in that answer to another thread is not there anymore.

So In plain English:

I have another version of the Agent installed I use the Update install

If I have no Agent Install I will use the Repost.
