Not sure why it's failing to install while other installs are successful; perhaps it has to do with a GPO, UAC or Local Policy on msi vs exe install. Have you tried to run the software setup file as an administrator?

Use an administrator account for the install

I already tried using ":Run As Administrator". Also Dis joined the machine from Domain and VSE installation fails with same error in Workgroup as well.

Not sure if this will assist:

Posted June 5 2017: Solution to "The System Administrator Has Set Policies to Prevent This Installation" or "You must be logged in as administrator" when installing or uninstalling MSI files.

Solution to "The System Administrator Has Set Policies to Prevent - Microsoft Community

Other suggestions:

Option 1:

a. Click Start, type "Local Security Policy" (without quotes) and press enter.

b. Click on Software Restriction Policies.

c. In the right pane, double click on the "enforcement".

d. Select “All users except local administrators”.

e. Click Ok and restart the computer and check if the issue is fixed.

Option 2:

a. Navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer

b. Right click DisableMSI (right pane), choose Modify, and change the value to 0

c. Close the Registry Editor and restart the computer and check if the issue is fixed.

Option: 3

a. turn off User Account Control (UAC)
