This installation is forbidden by system policy. Contact your system administrator.

C:\Users\tmohamme\AppData\Local\Temp\VSE880.MSI

Maybe it´s a problem with installing files from the temp-folder.

After disjoining the machine from the domain did you reboot?

Did you afterwards check the software-restriction-policies?

It seems to still have something to do with local or domain policies.

Yes., Rebooted the machine after disjoining the machine from domain. It did not resolve.

Performed the below steps as well and it did not help.

  1. a)      Click Start, type "Local Security Policy" (without quotes) and press enter.
  2. b)      Click on Software Restriction Policies.
  3. c)       In the right pane, double click on the "enforcement".
  4. d)      Select “All users except local administrators”.
  5. e)      Click Ok and restarted the computer

And you are 100% sure that you have local admin rights on that machine, even after reboot?

Is there any policies applied to the machine when installing McAfee Agent (McAfee Frame Package). i suspect it may be an issue but after uninstalling the McAfee Agent also having the same issue.

McAfee Agent is not preventing the installation of programs and is not even capable of doing so.

I am able to install McAfee VSE in two machines after deleting first registry. Second regsitry path  deleted automatically once first one deleted
