On access scan disabled NOT greyed out

Hello, so I have a ton of computers here in my environment that are not reporting dat updates.  Come to find out that on access scan is disabled.  I have tried EVERYTHING that I know of and I could get the option to not be greyed out, but when you select enable nothing happens.  I have uninstalled EVERYTHING, reinstalled everything, rebooted between uninstalls and reinstalls, the most progress I could make is that now the option is no longer greyed out.   Can anybody please help, I've been all over the web and support forums, I've tried all the suggestions.

On all the PC's all the services are started and running, I've unchecked the option to prevent mcafee from being stopped... don't know what else to try

Also I don't know if this is the reason but the main purpose for this is that the DAT files are not updating, and haven't been for a long time and won't update.

I'm thinking this is why.
