I have a laptop running Windows 10 1709, which is having an issue with the CPU and Disk usage nearing 100%, due to the ON-Access Scanner. The laptop is using eOP with agent 5.6.702. The laptop also has McAfee VSE 8.8 installed on it. I have tried to change the priority of the Scan64 service, but get an "Access denied ". Is the fact that the Win 10 version is 1709 causing the high CPU/Disk usage?

On Access Scanning and On Demand Scanning are two separate things. If you are experiencing high COU during an On Demand Scan - this is expected behaviour, as explained here: https://kc.mcafee.com/corporate/index?page=content&id=KB85299
If you still see high CPU for mcshield.exe without an ODS task running, then it is likely you have some third party processes running which are generating many read/ write actions, causing the scanning activity to be high. These processes may require excluding from the scanner. You can use the McAfee Profiler Tool to review the top processes and files being scanned.
