Error 1721 when trying to reinstall

Hello i get the attached error on one of my machines when i try to install 8.8.

8.8 was installed before but i uninstalled via add/remove.

Currently installed on windows 7 64bit

tryed the triggers and cant see KB981669 installed - still no change in error

Try installing Windows Installer 4.5

that update is not for windows 7 64bit
