4500 Scan engine failing to install over VSE 8.7 with /silent command

Hello.

I am working on upgrading our 3500 clients from VSE + ASE 8.0 to 8.7 and from scan engine 5300 to 5400. (EPO 4.0, HIPS 7, patch 3).  I cannot get the 4500 engine to install on the 8.7 client with the /silent or /silent /F commands.  It installs fine just double clicking the .exe file.  It also installs on the 8.0 VSE with /silent no problem.

I've played around with pauses in my script, stopping and starting vshield services and nothing seems to make an impact.  Here's part of the log file that shows the failure.
