Ukash ransomware prevents booting into Safe Mode

I have a lap top that has been hit with the Ukash virus. Interpol is asking for 100 euro to remove virus. The problem i have is that I cannot get to safe mode. when start the laptop ukash takes over. can i buy anything to load and rid the virus? I have a malware virus remover on  disk but cannot load it or do not know how to load it with the condition the lap top is in.

(Edit - forgot to say : moved into Top Threats to be with the other ransomware threads. Also changed the subject header to be more informative.)

You may need to run something like Windows Defender Offline. Someone on the Microsoft forums had this problem and that was the advice given there.
