Help, Vista Home Security 2012 has taken over my computer

My laptop running windows Vista has this virus. It is blocking access to Internet explorer, fire fox and the backup and restore center even in safe mode with networking so I am unable to download the fix mcafee suggests or the malaware products suggested.  Any help to remove this would be appreciated.

Please download our fakealert stinger tool on another machine and copy it over to your machine. It sounds like you'll need to use the 'Fix to scan' option first - instructions for which are on the link for the stinger.
