For instance, are there guidelines for software developers to follow or some process of submission for a white list that can be used to avoid issues with developed software from being detected improperly?

If you ARE an external Software Developer there are KB on Mcafee Support which shows you how to do that. If you are a MCAFEE customer (HAV a Valid Contract with a NAI). You can use GETSUP.exe to scan a directory with all yourt files and let the tool send/submit it to mcafee to their CLOUD GTI scanner.
In that easy way you can make sure that mcafee knows all your files and had the scanned in their mcafee Sandboxes.
If you are internal developer and compnay has TIE Server and ATD-Sandbox then you can LET the internal ONPREMISE Sandbox pre-scan the files so TIE will have the info BEFORE you roll out the app in enterprise via deployment later.
