I have seen this before with Vmware and it was down to the OS type and i have managed to run and boot the ISO when i select it to "Other linux 4.x 64 bit"
Im not quite certain if Hyper V has a similar option to select the platform, which version are you using?
The ISO will automatically detect the kernel used when you create the machine, please see the below documents:
can you please take a look at "Installation Process" and let us know if the kernel modules where loaded? if yes then the ISO should be removed from the machine and allow it to reboot
