Infinite loop when navigating to webpage blocked by corporate proxy

SiteAdvisor Enterprise works ok when computer is outside corporate network. But inside the network there is a problem with pages blocked by corporate proxy. When navigating to such a page, the proxy returns HTTP/1.1 403 URLBlocked. The browser tries to access the page again and again in an infinite loop. The problem is on IE8-11, there is no problem on IE6 and Firefox. Internal Landmark is configured so SAE is aware that the network is protected by proxy (grey SA bar) and SAE shouldn't interfere.
