Back-up and Restore will not start

I have Toshiba version of Security Center 9 running on Windows Vista. Everything else is just fine, except that the back-up and restore function does not function. It does not even load. It did load OK at first, and I had set up a back-up schedule, etc. Now, the only thing it does is to run the back-ups. I cannot start the function to make alterations to what it does. When I click on it, I see the "this program opens in its own window" message, but the program will not open. I had this happen before, and fixed it by reinstalling the entire works. It only lasted a couple of days before it refused to load again.

Is there any way to trick it other than re-installing everything again?

Anyone know why it may be breaking in the first place?
