correlation rules not working after previously working

We are seeing a strange issue where correlation rules that worked before, stop working. once the rules are cloned and we put the exact rules back in place, they begin to work again. Has anyone seen anything as absurd as this?

Are these out of the box Correlation rules you are cloning or Custom? Have you opened a case on this issue? this seems like an interesting issue can you give me more information on this issue?
