The collector UploadSyslog is not running.

I am uploading an event but apparently, it seems like it doesn't know where to get those events. Error seen: The collector UploadSyslog (pid 6946) claims to be running for collector [IPSID] however thirdparty.conf says the collector should be syslogcollector. How can I make sure that ESM should get the logs under UploadSyslog folder?
