Error: Record is locked (ER29) when trying to install new content packs on ESM 11.1.3 after upgrade

Is there a work around or fix to install content packs when receiving "Error: Record is locked (ER29)" after clicking browse in the content packs menu? This happens after a upgrade from 10.4 to 11.1.3.
