Memory usage in ESM depends on the queries running, EPS,reports/watchlists running at that time.
May I know about your ESM for detailed understanding ? Is that a Combo box along with receiver and ELM or a standalone ESM ? Also specify the model number of it.
In order to most effectively use the resources available to it, the ESM will use the majority of available RAM as disk cache - this improves performance and if the RAM is needed for another purpose, the disk cache can be discarded.
To verify if this is the case, please run the command:
free -m
on the back-end of your ESM appliance. The output will be similar to this:

-/+ buffers/cache: | 24708 | 39544 | ||||

The real free RAM value is the second one under free against the -/+ buffers/cache entry.
after i am running the free -m what is the next step to free the ram cache?
