There's no public documentation on this, but the basic concept is quorum-based. The ESMs communicate with each other, if more than half the ESMs agree on any node being the cluster master, then that node is the cluster master. This can cause issues in 2-node clusters (if only one of the 2 nodes is available, getting it to promote to primary is not straightforward) - these are currently being investigated.
