Unable to edit IPS Policies (NSM 6.1)

SuperUser rights. Navigate to root Admin Domain-IPS Settings-Policies-IPS Policies. All I see is "view" and "version control" buttons.

"Edit", "Clone", etc. are NOT visible on the page.

All policies are showing "Editable" checkmark.

If I highlight any policy and select "View", get message: "This policy can only be modified in the Admin Domain in which it was created. Continuing in view-only mode."

However, I'm in the Root Admin Domain tree IPS Settings branch. What is going on here?

Cannot edit, clone policies at all.

There are IPS Sensors assigned under "device list" for the admin domain.

I have SuperUser rights.

Please help!
