Updating iPhone SW fail in verification process while Mcafee Safe Browsing vpn is connected

I downloaded iOS 13.4.5 beta fine. After I click "Install now", the verification process start.

The hourglass rotate for about a minute then an error message "verification cannot be performed due to Internet connection issues"

However, after I stop vpn manually the verification continue fine.

Are we suppose to stop vpn manually to complete iOS SW update?
