That would be the correct order right there: routing, burb, NAT. The firewall receives a packet, looks at the routes, chooses the burbs on its interfaces based on the routes, then goes through the ACL rules and, if the session matches a particular rule with those burbs/zones, it will NAT or Redirect if the rule contains those settings.
