Do you have a proxy listening on port 1812 at all?

sockstat -4lp 1812

lsof -nPi :1812

Port 1813 might be used also.

So it looks like all the ports are open for RADIUS, and still a bit confuse as to what attributes are required to get this to work, any ideas?

OK, turns out it was a couple of settings on the ACS that were incorrect, thanks for the help, all is working now
