Does a QOS priority of 1 for the default traffic differ from 7 if all the other traffic is at 0?

Setup:

SMTP outbound traffic is at 0 priority with 15% of bandwidth

All other outbound traffic is set to 1 priority with the remaining 85% of bandwidth.

I would like to know if the default traffic will have any higher priority if we set it at 7 rather than 1?

There is a section in the Admin Guide that has some QoS Scenarios.  From what I am reading in the guide there is no difference between 7 and 1 if all other traffic is at 0 priority.  A higher number is a higher priority and is processed first, so 7 and 1 mean the same thing in this scenario since they are both higher than 0.

Thanks for your reply.  I looked at those same scenarios but I just wanted to make sure because a lot QOS traffic works like this:

I just want to be 100% sure.
