Pop ups

I have all my pop ups blocked it does not matter if I'm using IE11, Chrome, of FF, certain sites I go to I will receive a notification my IE has blocked my site would I like to allow, when I click yes once I get on the site I can't log in because I have to keep closing all the advertisement that pops up.  Someone please help before I throw this lap top out the window.

This sounds like a spyware attack so run a few extra tools such as GetSusp (enter your email in Preferences if you want a response from the Labs), AdwCleaner and then maybe MalwareBytes Free all linked in the last link below.
