Someone please help with this situation. I have read the forums and can't find nothing on this... I had the ice government virus thing. Noting helped so I had to run Kaspersky program to get back to windows. I can't "set my computer back to an earlier time as everytime I try, it takes 30 minutes, restarts and says fail. "The computer can't be set back to an earlier time, fail".....I can't download any programs as "every file contains a virus". I also have to type explorer.exe just to get into my main screen as a black box apperas. I have done most research through sites and the forums. But, I can't set my computer back to an earlier time to fix anthing. When I run maltiwear it never picks up the virus/trojans.. So damn frustrated right now. Help would b e much appreciated. Thanks!
There is a detailed removal guide here: http://www.bleepingcomputer.com/virus-removal/remove-ice-cyber-crime-center-ransomware
Read that carefully and hopefully it will help.

I went through those steps and unfortunley that did not work. I then went to malewartips.com and did the kasperki softare. The link you just posted I am on step number 15. As my computer said it found "9 trojans" and I was finally able to get back to the windows page. I have to type "explorer.exe" to load onto windows. Unfortunley I Mcafee is not downloading anything at the time because "evreyhting is a virus and is deleted". I I turn on my firewall and it is instantly turned off. I'm thinking I have another virus in here somewhere besides just the ice one.
I can't help you with BleepingComputer guides.....just after step #18 there is a link telling you click it if things aren't working as they should be.
You'll have to ask them for advice in using their guides and any software they recommend.

Sorry I meant after step #18, I altered my post accordingly.
It's very early morning here and I'm not wide awake yet.

Is the poster using the Kaspersky Rescue Disk, as mentioned in this thread on BleepingComputer?
Something is blocking downloads it seems, so there's extra malware on the system. This is best dealt with by an offline scan. Windows Defender Offline should do it -
