Move SVA 4.9 Checked-in OVF not showing up in Deployment Configuration

I am hoping i am just missing something but I have tried to upload/check-in  MOVE-AV-MP_SVM_Manager_OVF_4.9.0.195 and it all seems to go successfully but it never shows up in the Deployment Configuration.  I will say I am new to using MOVE and have read through and followed the documentation to the best of my ability but am unable to get past this issues.  I am also not seeing anything in the orion log that is related to this as well.  Any help or ideas would be greatly appreciated. Thank you.

Not sure if I attached it the first time but here is what I am seeing.

make sure you have a matching extension for move 4.9, if you do already then we need to enable debug on that extension and see why is not showing up, the article explaining how to enable debug is this:

enabling debug will cause the logs to be very noisy so it is recommended to have it enabled just for troubleshooting purposes, if you need please open a case with support

I did check that the extension matches the smv manager I am uploading. 

I am looking through the debug log and there is a lot there.  Looking at it there may be more issues I am going to have to investigate but for now this one is the priority for me. Attached is part of the log that shows messages related to the SVM.  It does mention about auto-scale but I have not set that up yet and have verified the policies..
