Need help with adding devices

Today when i was trying to add my mobile device to Livesafe it requested me to either send a mail to my address or a SMS to my phone. I picked the SMS option I entered my phone number and I clicked send. It said it was sent and told me to follow the instructions. But the SMS didnt arrive to my phone and I'm pretty sure I entered the right phone number.

So lets say I entered the wrong number does this allow the other receiver to access my account?

And could this be happening because of my provider?
