Hotfixes generally dont get posted to that software manager. You need to use your grant number and go to the download site to find all the hotfixes (there are a few for VSE posted there as well).

That is correct, I believe its currently under managed release. After this phase it goes to RTW (Release To World) so then anyone can get hold of it. ref: https://kc.mcafee.com/corporate/index?page=content&id=KB51560
If you ask for it, and provide a MER to prove you are experiencing the issue it covers they will release it for you.
Not all McAfee hotfixes are publicly posted; typically hotfixes are available upon request from McAfee Support only, however, some hotfixes are publicly posted. As of March 14th, HIPS Hotfixes 791162, 833271, and 803520 are available for download in the McAfee Portal website, as well as the latest HIPS extension (220.127.116.110).
