ClientControl.exe doesn't export HIP logs, returns RET_VAL_NO_EXPORT

I use ClientControl.exe tool to export firewall logs to text file. On some machines it works correctly, but there are some where ClientControl.exe returns error code 7 which is RET_VAL_NO_EXPORT. What does it mean? Is export disabled?

Enable HIPS debug logging and check the ClientControl.log file.

Debug loggin enabled, C:\Documents and Settings\All Users\Application Data\McAfee\Host Intrusion Prevention\ClientControl.log has 0 bytes.

Are you running it on Windows Vista/7/2008 and an elevated administrative command prompt?  Rclick cmd.exe and use RUN AS ADMINISTRATOR, then run the ClientControl tool.

It's Windows XP, my user has administrative privileges.

KB66882 is useless. What good is the knowledge that code 7 is RET_VAL_NO_EXPORT? I already know that export failed. This article should describe reasons for error codes.
