Block Non-Executable Files with HIPS?

Greetings, I wish to block creation or use of .txt and other files.  I can easily block all activity from .exe files, but nothing else.  I created this ruleset:

But, the only thing that happens with a file using a .text extension is it won't let me change the name of the file. I can create, open and edit those files, but not rename.  I wish to block all access to those types of files.

Any ideas?

Did you check if these files used by any other apps.
