EMM uses the compliance enforcement policy to decide if a mobile device is compliant or not and close the access to the corporate services if necessary (email, shares, applications etc.....)
Is there a way to define prerequisites for mobile devices for them to fulfilled before EMM can accept them to be managed.
For example, a mobile device must already have a McAfee antivirus installed before it can be managed by EMM and have access to the corporate services.

No. The management profile is what allows EMM to query the device for compliance data so it must be managed first. You can do provisioning tokens to force users to check in with it before provisioning.
