One Policy Per Admin?

I'm wanting to create an exception to a blocked file by going to actions/new exception.  However, I did not create this policy but I am a Global Admin.  How do you overcome this problem where I assume you can't add an exception to a policy unless you created it. 

We have a large enterprise with several sites and several admins.  For each site I was hoping to have just one policy but if each admin needs a separate policy to add exceptions, you see how this could compound..
