The error that you have posted has a generic installation failure code "1603". It is not possible to determine the exact reason for the installation failure.
We highly recommend you to first check the compatibility between the ENS version and the OS version. If this is a fresh installation please go ahead and collect the data that has been requested in the "ENS components fail to install" section of the below article and raise a service request.
