Is there a way to set up email alerts for completed on-demand scans? For example, if a system completes an on-demand scan, an email would be sent to a distribution email to let them know?

It is possible by automatic responses:
just creat an alert for the event ID 1203 and apply the appropriate filters:

Kindly Make sure first you have an email server configured in ePO so that can send emails (server settings).
I Have created on your behalf, you can import it and make changes if any is required.
Here is a document, which highlights how to configure an email server in ePO.
