What tool or product is there to do application whitelisting?

Application & Change Control (Also Known As SolidCore) can be used to create a list of authorized applications.

It basically locks down your system from unauthorized changes. Only Authorized Application is allowed to execute.

I would also add that you can do a light version of this with ATP and a TIE server.  If you set the ATP policy to block on Unknown, anything you or McAfee doesn't trust by cert or hash will not be allowed to run. On the flip side, anything that is trusted does get to run.  This may work, depending upon your objectives.
