That's how I was running the file. The computer doesn't have any other security software except Windows Defender and that shouldn't be causing an issue.

At this point if you are no further forward, I would suggest downloading the MER tool and running this on your machine ( https://support.mcafee.com/webcenter/portal/supportportal/pages_tools/toolsWebMER )
and uploading this onto a support case.
