Is there a way to block google chrome from save/sync password?

I'm sure you can.  You would need to block access to where it saves them (assuming blocking that causes no other issues) ,  or block modifying the registry key (if there is one)  to turn the feature on.  Might need a procmon of it being done to know what options exist,  or good documentation from Google.
