ENS Design Package error "could not find file: ENSPD.dat"

I'm trying to create a new design package with the May updated versions of ENS and keep getting the "Error Creating Package" that you see in the screenshot below.  I tried removing and reinstalling the package designer but that didn't help.  Also tried downloading the installation package again.  I'm using Design Package version "ENSPD_10_6_1_1000_1.zip"  Is anyone familiar with this error, or see why I would be getting it?

"Use the standalone complete installer package as the source package with the ENSPD tool. When using an update release, ensure that you use the repost standalone installer package. Update and hotfix packages are not supported as source packages."

Thanks.  Pretty sure I tried that and got an error, but it's working now.  Maybe reinstalling ENS Package Designer cleared up that issue or the zip of the standalone installer was corrupted.
