Thank you for writing, Yes, the ENS client should get the AMcore Content and should also update if the "Access Protection" and the "On-Access" is disabled since the Mcshield services would still be active to update the latest signatures

The ENS will get regular AMcore update as log the machines are communicating to the EPO or internet.
Access Protection/OAS are just features of ENS, disabling them does not mean the services are disabled.
